Internal Security Plan For India

  • Social scientist believe that weak states in the third world have a higher level of concern with domestically generated threats to security because they have not been able o create domestic, political and social consciousness of sufficient strength to eliminate large scale use of force as a major element in the political life of the nation. This has also been our experience in the India while the state has responded adequately external threats. Its responses to internal challenges have been totally inadequate. Our inner weakness and instability has encouraged external threats which resulted into Mumbai terror attack.
    India’s economic prosperity will have some meaning only when India is highly defence preparedness. America and Russia is considered big (bada) only because of their minute defence preparedness. The same should be the policy of India. India is a peace loving country, a country which respects high morality and which has a longest background of ethics and morality but at this cost defence preparedness should not at be neglected. Our action should be as a preacher but we always should vigilant.

    I have found some causes and solutions for our present Internal Security Situation.

  • Pakistan in keeping with its anti India stance over the years has been using state sponsored terrorism as an important instrument of foreign policy. The threat from ISI is real and grave and its primary focus is to undermine India’s internal security: India’s open democratic system, judiciary and socio-political settings provides hostile agencies wide range of opportunities to exploit contentious political issues and local tensions.

  • Pakistan in order to implement its nefarious designs has used ISI for subversive activities by instigating communal disturbances, perpetrating terrorist acts, infiltrated militants, mercenaries and inducted weapons and explosives into India. ISI agents have cultivated trans-border operators and couriers for smuggling of arms and explosives. It has also established espionage network in different parts of country. It has intensified its activities in North East exploiting local insurgencies.
  • Trans-border migration from Bangladesh is a major factor for the problems in Assam and other areas of North-East. The point that Bangladesh immigrants are a source of communal and ethnic tension was well proved by Assam agitation and subsequent events, their transgression into land and providing cheap labour is a cause of tension and violence.
  • Presence of large number of illegal Bangladeshis provide a fertile support base for subversive activities, bringing all Islamic organisation under one umbrella and establishing one alliance between Islam extremists and the North-East insurgent to boost the insurgency and communal and ethnic divide. This combined with the upsurge in Islamic Terrorism at the global level with its epicentre in central Asian Republic, Afghanistan and Pakistan is Shocking India’s internal security.
  • The growth of communal organisations like Students Islamic Movement of India (SIMI), Students Islamic Sevak Sangh (ISS) and All India Milieu Council provides impetus to pan Islamic sentiments which is skilfully exploited by Pakistan by hook or crook.
  • Similarly, political evolution in North-East is influenced by its divergent historical experience, social and cultural diversity and distinctiveness leading to socio-political tensions and instability, which again results in agitational approach to problems and violence.
  • The main focus being the people and society, their perceptions are important. By and large people are insecure both at the individual and community level, they feel they are victims of economic depriviation, poverty, lawlessness and negative politics.
  • They are loosing faith in the system, ability of law enforcement agencies to maintain order and enforce the rule of law, ability of judicial system to provide justice.
  • Lack of clean and responsive administration and effective governance has compounded our problems in North-East and naxlised area, both are critical factors in the disturbed areas.

    Following some practical measures can be implemented for safe India
  • In North-East the main thrust has to be in improving the governance and removing the peoples sense of alienation due to deprivation in economic and social fields. This requires correct focus, identification and implementation.
  • The planning process for economic development should have clear orientation of infrastructure creation at the national and central level and local orientation at state and lower level.
  • In the socio-economic-culture, ethnic groupings security is conceptualised around freedom to practice one’s precepts, without let or hindrance of other groups. To attain these individual and group security objectives, people and groups expect security from Indian state it has to be taken seriously.
  • We must deal with the fundamentalist elements under Pak ISI influence sternly but it must not lead to alienation of our vast minority of Muslims. State institutions have to play a major role by understanding it and fostering Islamic traditions. This is the main guarantee against subversion of Islam by Jehadis.
  • In case of Bangladeshi migration, we need to tighten our immigration controls and there is need for evolving an immigration policy and establishing a set up similar to the immigration and Naturalisation service on the line that exists in USA. Our enforcement of visa regime applicable to Pakistan visitors needs a fresh appraisal as a larger number of Pakistani visitors do not return and remain untraced which helps Pakistani designs.
  • Due to Mumbai terror attack the efficiency of intelligence agency became questionable. After 9/11 attack US realized that there was inadequate coordination between their federal agencies and unfortunately same is in the case of India.
  • There is an instant need of a new post of director of National intelligence to supervise and coordinate all intelligence agencies of state.
  • Immediate action should be taken by all states after getting information from intelligence agency. Home ministry should be responsible for the implementation of precautionary measures on threats informed by intelligence agencies.
  • All information regarding internal security threats should be shared with home ministry and security arrangement regarding the threats should be given highest priority by home ministry without depending on state security measures.
  • Instead of set up of state-level NSG like organisation CRPF should be modernised and given more powers of internal security except political intervention. Deployment of paramilitary at the time of riots should not be made on state call. Paramilitary should have power to deploy force on its own accord before surge of communal tension or any violence.
  • The strength of personnel in police stations clearly needs to be augmented. Police department should adequately upgrade their skills, should have indepth understanding of today’s security problems and should be technologically qualified.
  • Development of an integrated capability to address emerging challenges in areas such as left wing extremis, terror attack like Mumbai and insurgency.
  • More research should be done on internal security structure and internal security doctrine. Coastal security should be designed on our international land border pattern. Set up of coastal police station is urgent need of time. There should be better coordination among navy, coast guards and state police.
  • It is noteworthy that, militants easily gather all stuff for blasting and easily place it at crowded area why police can’t stop them, for this 24 hour tight checking should be done at cheque post in every town. Deployment of police at crowded areas should be made to avoid all possibilities of terrorist act or last.
  • One of the most important tasks: treasons should be hunted as soon as possible. Without support of local treason s terror activities are impossible.
  • Intentions behind the Mumbai terror attack was clear to send the message that India is not safe place to do business, to hit tourist traffic and India’s commercial relations with the US and other developed countries sensibly
